Ridership is off to a slow start on the NAVI autonomous transit shuttles that are first in nation to be part of regular fare-paying transit system.

Turner found employees spent working hours riding around the NAVI rather than at their desks doing their actual job. The taxpayer covered the cost while increasing JTA’s reported ridership numbers.
